Virginia General Assembly, 2019

The Virginia General Assembly is composed of two houses, the Virginia House of Delegates and the Virginia Senate. Members of the House of Delegates serve two-year terms, and members of the Senate serve four-year terms, elected at a two-year offset from our gubernatorial elections. This year, both houses are standing for election.

British colonists established what is now called the General Assembly in 1619 at Jamestown, where it was called the House of Burgesses. It moved to Williamsburg in 1699, and then became the General Assembly in 1776 when the American colonies declared independence. It moved to Richmond when that city became the state capital in 1780.

The Virginia General Assembly is the oldest legislative body in the western hemisphere.

Virginia Senate, 13th District

In the race to represent the thirteenth district in the Virginia Senate, Delegate John Bell (D-VA 87th) and Loudoun County Supervisor Geary Higgins (R-Catoctin) are vying for an open seat. Incumbent Senator Dick Black (R-VA 13th) is not seeking reelection.

The Virginia Senate is the upper house of the General Assembly. There are forty senators representing forty districts across the commonwealth. Today, the Republican Party holds a majority with twenty-one seats, and the Democratic Party holds the remaining nineteen seats.

The Senate’s thirteenth district includes much of northern and central Loudoun County, as well as an area of southeastern Loudoun and an area of northern Prince William County. Communities in the thirteenth district include Hamilton, Hillsboro, Gainesville, Lovettsville, Purcellville, Round Hill, South Riding, and Waterford.

John Bell (D)

Two-term Delegate John Bell (D-VA 87th) stands as the Democratic Party nominee to replace retiring Senator Dick Black (R-VA 13th).

Bell enlisted in the United States Air Force immediately after high school, later earning a bachelor’s degree in business administration from Regis University and commission as an officer. He served as a finance officer and won several awards for his effective management and for identifying cost savings. Bell retired from the Air Force in 2007, having served nearly twenty-six years, and then worked as a financial professional for a federal contracting firm.

After unsuccessful House of Delegates campaigns in 2009, 2011, and 2013, Bell narrowly won election to the open eighty-seventh district seat in 2015.

Bell’s tenure as delegate has been . . . quiet. I don’t mean that nothing has been happening in the commonwealth, I mean that Bell doesn’t communicate with his constituents. The last “Bell Bulletin” email I received from him was on March 13, 2017. The general feeling in the district is that he has been an invisible and ineffective representative of our interests.

In hopes that I was simply ‘out of the loop,’ I went to Bell’s senate campaign web site to find out what he has accomplished in the legislature so far, and what he plans to do if we send him to the upper house. All he offers is his biography and a list of endorsements. No accomplishments in the house. No plans for the senate. Nothing of political substance.

In his house campaigns, Bell promised bipartisan solutions, but held to the typical hard-left, anti-humanist positions of the modern Democratic Party. He opposed the fundamental human rights to life and liberty in the usual ways. His top endorsements are from scandal-ridden Governor Ralph Northam (D-VA), anti-constitutional Attorney General Mark Herring (D-VA), and fellow anti-humanist Representative Jennifer Wexton (D-VA 10th).

Geary Higgins (R)

Two-term Loudoun County Supervisor Geary Higgins (R-Catoctin) stands as the Republican Party nominee to replace retiring Senator Dick Black (R-VA 13th).

Higgins is a graduate of Clarion University with a degree in business administration. He is currently the Vice President of Labor Relations for the National Electrical Contractors Association (NECA) and a fellow of the Academy of Electrical Contracting. He served as the Catoctin District representative on the Loudoun County School Board from 2000-2004 and has represented the same district on the Loudoun County Board of Supervisors since 2011.

On the fundamental issues of life and liberty, Higgins says the right things. He acknowledges the most fundamental right of all, the right to life, and would work in the Virginia Senate to restore and uphold this right. He also defends the right to keep and bear arms. If elected, he promises to focus primarily on transportation, education, and healthcare.

Higgins has worked hard with his follow Loudoun board members to improve the transportation situation in the county, including on efforts to increase local funding for transportation projects and attempts to remedy the abusive tolls on the privately-owned Dulles Greenway toll road. He promises to continue fighting for a fairer distribution of the state’s highway funds, reform at the Washington Metropolitan Area Transit Authority (WMATA, ‘Metro’), and more.

On education, Higgins’s record and plans are more mixed. He buys-in to the false narrative that our schools need funding increases when they are, in fact, among the best funded in the world. As a member of the school board in Loudoun, he was part of the problem, and his board sent budgets to the county Board of Supervisors that grew faster than inflation and enrollment increases would justify.

On healthcare, he promises to improve access and affordability but offers no details.

Conclusion

Delegate John Bell (D-VA 87th) has been a disappointing and ineffective representative of our interests in the Virginia House of Delegates, and there is no reason to even consider giving him a promotion to the Virginia Senate. His opposition to fundamental human rights confirms that he would be a poor choice for this office.

Loudoun Supervisor Geary Higgins (R-Catoctin), though badly misguided on education issues, offers support for the fundamental human rights and a proven track record on transportation issues. He is an imperfect candidate, but far superior to the available alternative.

I endorse the election of Geary Higgins to represent the 13th District in the Senate of Virginia.

Virginia House of Delegates, 87th District

In the race to represent the eighty-seventh district in the Virginia House of Delegates, Bill Brennan Jr. (R) and Suhas Subramanyam (D) are vying for an open seat. Incumbent Delegate John Bell (D-VA 87th) is not seeking reelection.

The Virginia House of Delegates is the lower house of the General Assembly. There are one hundred delegates representing one hundred districts across the commonwealth. Today, the Republican Party holds a majority with fifty-one seats, and the Democratic Party holds forty-nine seats.

The house’s eighty-seventh district includes much of the eastern border area of Loudoun County and a small portion of northern Prince William County. Communities in the eighty-seventh district include Antioch, Arcola, Dulles, South Riding, and parts of Ashburn, Broadlands, Cascades, and Sterling.

William “Bill” Drennan Jr. (R)

Retired Air Force Colonel Bill Drennan (R) stands as the Republican Party nominee to replace outgoing Delegate John Bell (D-VA 87th).

Drennan is a graduate of the United States Air Force Academy and flew combat missions for five years during the Vietnam War, including flying a mission to Hanoi following the Paris Peace Accords to evacuate America prisoners of war. After the war he served as an instructor and flight commander, and later as a senior official at the Pentagon. He served as the Air Force Aide to President Ronald Reagan (R), where he had responsibility for the “Nuclear Football” emergency device and acted as a high-level liaison between the White House and the military.

Late in his military career he served as a military fellow at the Council on Foreign Relations, a department chair at the National War College, and a senior military fellow at the Institute for National Strategic Studies. Following his retirement, he served at the United States Institute of Peace, and has worked for several private-sector intelligence firms.

On the fundamental issues of life and liberty, Drennan takes a consistent pro-liberty position. He acknowledges the right to life, the most fundamental right of them all, and defends the right to keep and bear arms. He promises pro-growth, pro-business, low-tax policies; improvements in school security; and efforts to ease traffic congestion without resorting to price-gouging toll roads.

Unfortunately, Drennan does not provide much detail about what legislation he would advance on these and other issues, but he is on the right side of the most important issues facing Virginia and the 87th District today.

Suhas Subramanyam (D)

Suhas Subramanyam (D) stands as the Democratic Party nominee to replace outgoing Delegate John Bell (D-VA 87th).

Subramanyam is a graduate of Tulane University, and spent his early career working to get Democratic Party candidates elected. He served as a health care and veterans policy aide on Capitol Hill, and later earned a law degree from the Northwestern University School of Law. He clerked for the Senate Judiciary Committee and then worked as a technology and regulatory attorney.

He was later named a technology advisor to President Barack Obama (D) and led a task force on technology policy. After leaving the White House, Subramanyam founded a consulting firm to advise businesses and nonprofits on matters relating to technology regulation.

Although Subramanyam promises to “break the cycle” of our broken and divided politics, he advocates many of the very policies that have led to our divisions. He seeks to impose unconstitutional campaign finance limits that would restrict free speech and free association rights. He wants to unnecessarily restrict energy development for dubious and unscientific reasons. He still believes there is a “gender pay gap” despite it having been long-discredited. Many of his policy positions are tainted by nonsense identity politics.

Like many in his party, Subramanyam advocates ineffective and anti-liberty “solutions” to the problem of gun violence, including banning so-called “assault weapons” and “high-capacity” magazines. These restrictions proved entirely ineffective when they were in place for a decade under the Clinton-era ban. They serve no purpose but to antagonize innocent gun owners who have done nothing wrong.

Subramanyam takes no public position on the right to life, the most fundamental of human rights . . . but it can generally be assumed that Democrats will deny this right and work in opposition to it unless they specify otherwise.

Conclusion

Although Suhas Subramanyam (D) has an impressive personal history, and although he claims that he intends to reduce political divisions, his other policy positions reveal him to be little more than a cookie-cutter modern Democrat. He advocates policies that are anti-scientific and anti-humanist and, at least sometimes, just indisputably wrong.

Bill Drennan (R), although his campaign offers little in the way of detail, acknowledges the fundamental human rights and seems more likely to advocate policies that will be good for the people of the Commonwealth of Virginia. He favors policies that would lead to further economic growth and stability.

I endorse the election of William “Bill” Drennan Jr. to represent the 87th District in the Virginia House of Delegates.

Recommendations in Other Districts

In addition to the long-form endorsements (above) for the Virginia General Assembly offices on my own ballot, I make the following recommendations for contested races in other districts.
